Venice is sinking about 0.08 inches each year, and rising seas are causing more floods. To protect the city, Italy began building the Mose flood barrier in 2003, with 78 gates to block high tides. The $6.5 billion project was delayed and wasn’t finished when storms hit in 2018, leading to the worst floods in ten years.
