4. Saddam Hussein
Saddam Hussein ruled Iraq with strict control, eliminating rivals and spreading fear to maintain power. He started a harsh war with Iran and used chemical weapons against civilians. His attack on Kuwait triggered the Gulf War, which weakened Iraq but did not stop his rule. Saddam violently crushed rebellions until a U.S.-led invasion in 2003 ended his regime. His arrest and execution closed a violent chapter in history.
